  watch "any day now," according to top DEP officials whose announcement injects a note of
  urgency to a legislative hearing designed to drum up support for a proposed water tax. A parade
  of witnesses speak in favor of the tax -- which would raise $12M annually by charging the average
  household $3.20 a year. But by stressing infrastructure projects over land preservation, bill supporters
