• New water rules will hike utility bills To meet new clean water rules, the state will
  require municipal crackdowns on what goes into storm drains, as well as sewer plant
  upgrades. For North Jersey residents with green lawns, that means cutting back on the use
  of fertilizer that contains phosphorus. For everyone else, it may mean a rise in sewer bills
