  be used to reclaim a former Carbon County strip mine, if the plan passes muster with the Department

congestion pricing plan will have an influential booster in the state Capitol: powerhouse lobbyist
Patricia Lynch. The former top aide to Assembly Speaker Sheldon Silver, will be paid $15,000
a month by Environmental Defense, a group that supports the mayor's plan NY Daily News
