• Fed funding for Highlands Act is barely a trickle President. Bush signed the Highlands
  Conservation Act into law in late 2004. But the $250M plan was cut back to $110M to be distributed
  over a decade.  Even that amount is not likely. Last year, no money was allocated in the federal
  budget for the Highlands Act. Now, in year two, just $1M in total is being considered to save
  development-threatened land in a total of four states—NJ, NY, PA and CN Star-Ledger

PA Politics 

• Calling all Rizzocrats: Bambino's son may run Mayor Street was acknowledging dignitaries
  at an event last week to commemorate Columbus Day when he let slip a piece of political gossip:
  Rumor had it that Councilman Frank Rizzo was planning to leave the Republican Party and run for
  mayor next year as a Democrat Inquirer

PA Environment

• 30% failure in mine oxygen packs Nearly one-third of emergency oxygen packs similar to
  those used at the Sago and Kentucky Darby mines failed inspection in federal tests Post-Gazette
   

• DEP moving ahead with disputed rules Despite strong protests from lawmakers and industry
  groups, the DEP is moving ahead on two controversial measures to curb auto pollutants and mercury emissions from power plants Herald-Standard
